Gloomy predictions as Washington approaches the 'fiscal cliff'

It's still possible that the 'fiscal cliff' with its automatic?tax increases and across-the-board spending cuts can be avoided. But the clock is ticking toward Jan.1, and most lawmakers are pessimistic.

The New Year may be more than a week off, but realistically Congress and the White House have less than that as the clock ticks toward the ?fiscal cliff? with its automatic tax increases and across-the-board spending cuts that could throw an already-weakened economy into a tailspin.

On the Sunday before Christmas, lawmakers worried and postured, with a few ? very few ? expressing just a bit of optimism that anything would be done in time.

"We can do better and we should do better," Senate Budget Committee chairman Kent Conrad said on ?Fox News Sunday.? "I would hope that we would have one last attempt here to do what everyone knows needs to be done: which is a larger plan that really does stabilize the debt and gets us moving in the right direction.?

For now, says Sen. Conrad (who?s retiring), Speaker John Boehner and the White House should ?split the difference? on the most recent offers from both sides, resulting in $1.45 trillion in spending cuts and $1.15 in revenue for a combination of $2.6 trillion.

?You couple that with the $1.1 trillion that?s already been done [in the Budget Control Act] and you?re at $3.7 trillion,? he said.

That leaves a lot of heavy lifting, Conrad concedes: ?Is it perfect? No. Is it everything we?d hoped for? No. Does it match what Bowles-Simpson did? No.?

The general mood Sunday was well expressed by another senator about to retire, Joseph Lieberman.

"It's the first time that I feel it's more likely we'll go over the cliff than not,"?Sen. Lieberman said on CNN?s ?State of the Union.? "If we allow that to happen it will be the most colossal consequential act of congressional irresponsibility in a long time, maybe ever in American history because of the impact it'll have on almost every American.?

Joining Conrad on Fox News, Sen. Jon Barrasso, (R) of Wyoming, said tumbling off the fiscal cliff is inevitable.

?I believe the president is eager to go over the cliff for political purposes,? he said. ?He senses a victory at the bottom of the cliff.?

Obama already has scaled back his ambitions for a sweeping budget bargain. Before leaving the capital on Friday, he called for a limited measure that would extend the Bush-era tax cuts for most people and stave off federal spending cuts. The president also urged Congress to extend jobless benefits for the long-term unemployed that would otherwise be cut off for 2 million people at the end of the year.

But reverting to higher tax rates for even the wealthiest Americans remains a show-stopper for many tea party Republicans in the House of Representatives.

Judging by the latest twists in the drama ? including House Speaker John Boehner?s inability to get his own party behind his ?Plan B? ? plus public opinion polls showing Obama with a much better job rating than Boehner and the GOP seen as mostly to blame, Obama in fact may be more inclined to hang tough.

?The truth of the matter is, if we do fall off the cliff after the president is inaugurated, he?ll come back, propose just what he proposed ? and we?ll end up adopting it,? said Sen. Johnny Isakson, (R) of Georgia on Fox News. ?Why not go ahead and act now??

Why not, indeed said Sen. Amy Klobuchar, also speaking on Fox News.

"It is time to get back to the table," said the Minnesota Democrat. "And I hope if anyone sees these representatives from the House in line shopping or getting their Christmas turkey, they wish them a merry Christmas, they're civil, and then say go back to the table, not your own table, the table in Washington."

Although the rant was posted in October, a fan noticed it and placed it on the team's page last week. The British team fired Nowrouz shortly after discovering the post.

A staff member for the social media agency working on the Montana Tourism account was recently fired for writing "F this job" on the state's Facebook page?instead of her own.

SEATTLE (AP) ? U.S. Immigration and Customs Enforcement reached its highest number yet of companies audited for illegal immigrants on their payrolls this past fiscal year.

Audits of employer I-9 forms increased from 250 in fiscal year 2007 to more than 3,000 in 2012. From fiscal years 2009 to 2012, the total amount of fines grew to nearly $13 million from $1 million. The number of company managers arrested has increased to 238, according to data provided by ICE.

The investigations of companies have been one of the pillars of President Barack Obama's immigration policy.

When Obama recently spoke about addressing immigration reform in his second term, he said any measure should contain penalties for companies that purposely hire illegal immigrants. It's not a new stand, but one he will likely highlight as his administration launches efforts to revamp the nation's immigration system.

"Our goal is compliance and deterrence," said Brad Bench, special agent in charge at ICE's Seattle office. "The majority of the companies we do audits on end up with no fines at all, but again it's part of the deterrence method. If companies know we're out there, looking across the board, they're more likely to bring themselves into compliance."

While the administration has used those numbers to bolster their record on immigration enforcement, advocates say the audits have pushed workers further underground by causing mass layoffs and disrupted business practices.

When the ICE audit letter arrived at Belco Forest Products, management wasn't entirely surprised. Two nearby businesses in Shelton, a small timber town on a bay off Washington state's Puget Sound, had already been investigated.

But the 2010 inquiry became a months-long process that cost the timber company experienced workers and money. It was fined $17,700 for technicalities on their record keeping.

"What I don't like is the roll of the dice," said Belco's chief financial officer Tom Behrens. "Why do some companies get audited and some don't? Either everyone gets audited or nobody does. Level the playing field."

Belco was one of 339 companies fined in fiscal year 2011 and one of thousands audited that year.

Employers are required to have their workers fill out an I-9 form that declares them authorized to work in the country. Currently, an employer needs only to verify that identifying documents look real.

The audits, part of a $138 million worksite enforcement effort, rely on ICE officers scouring over payroll records to find names that don't match Social Security numbers and other identification databases.

The audits "don't make any sense before a legalization program," said Daniel Costa, an immigration policy analyst at the Economic Policy Institute, a Washington, D.C., think tank. "You're leaving the whole thing up to an employer's eyesight and subjective judgment, that's the failure of the law. There's no verification at all. Then you have is the government making a subjective judgment about subjective judgment."

An AP review of audits that resulted in fines in fiscal year 2011 shows that the federal government is fining industries across the country reliant on manual labor and that historically have hired immigrants. The data provides a glimpse into the results of a process affecting thousands of companies and thousands of workers nationwide.

Over the years, ICE has switched back-and-forth between making names of the companies fined public or not. Lately, ICE has emphasized its criminal investigations of managers, such as a Dunkin' Donuts manager in Maine sentenced to home arrest for knowingly hiring illegal immigrants or a manager of an Illinois hiring firm who got 18 months in prison.

Many employers also wonder how ICE picks the companies it probes.

"Geography is not a factor. The size of the company is not a factor. And the industry it's in is not a factor. We can audit any company anywhere of any size," Bench said. He added ICE auditors follow leads from the public, other employers, employees and do perform some random audits.

But ICE auditors hit ethnic stores, restaurants, bakeries, manufacturing companies, construction, food packaging, janitorial services, catering, dairies and farms. The aviation branch of corporate giant GE, franchises of sandwich shop Subway and a subsidiary of food product company Heinz were among some of the companies with national name recognition. GE was fined $2,000.

In fiscal year 2011, the most recent year reviewed by AP, the median fine was $11,000. The state with the most workplaces fined was Texas with 63, followed by New Jersey with 37.

The lowest fine was $90 to a Massachusetts fishing company. The highest fine was $394,944 to an employment agency in Minneapolis, according to the data released to AP through a public records request.

A Subway spokesman said the company advises franchise owners to follow the law. A Heinz spokesman declined comment.

Bench didn't have specifics on what percentage of fines come from companies having illegal immigrants on their payroll, as opposed to technical paperwork fines in recent years.

Julie Wood, a former deputy director at ICE who now runs a consulting firm, said she'd like to see the burden of proving the legality of a company's workforce go from the employer to the government. She'd like to see a type of program, such as E-Verify, be implemented with the I-9 employment form. E-Verify is a voluntary and free program for private employers that checks a workers eligibility.

"At the end of the day, the fine is the least of it," she said. "Usually the company will spend more on legal fees. But it is a huge headache for the company to lose workers."

Wood said she'd like to see the agency go after more criminal charges and focus on companies that treat workers inhumanely.

Latimer regarded the fish as something special, maybe related to the lungfish (a freshwater fish). Consulting some books see recognized similarities to the reconstruction of fossil fish species, thought to be extinct at least since the demise of the dinosaurs, some 65 million years ago. Latimer contacted the only available expert in South Africa ? James L.B. Smith of the Rhodes University in Grahamstown. From a drawing send to him by Latimer also Smith identified the captured fish as member of the ?fossil? order Coelacanthiformes, or Coelacanths. Smith will describe the new living species, nicknamed ?Old Four Legs?, as Latimeria chalumnae, in honour of Courtenary-Latimer and after the estuary of the river Chalumna, where the animal was captured.

Kenya Red Cross: 39 people killed in clashes

NAIROBI, Kenya (AP) ? At least 39 people were killed when farmers raided a village of herders in southeastern Kenya early Friday in renewed fighting between two communities with a history of violent animosity, a police official said.

Thirteen children, six women, 11 men and nine attackers were killed said police official Anthony Kamitu.

Forty-five houses were set on fire during the attack, Kenya Red Cross spokeswoman Nelly Muluka said.

Kamitu who is leading police operations to prevent attacks in the region, said that the Pokomo tribe of farmers raided a village of the semi-nomadic Orma herding community at dawn in the Tana River Delta. He said the raiders were armed with spears and AK-47 rifles.

At least 110 people were killed in clashes between the Pokomo and Orma in August and September.

The tit-for-tat cycle of killings may be related to a redrawing of political boundaries and next year's general elections, the U.N. humanitarian coordinator for Kenya, Aeneas C. Chuma, said late August. However, on the surface the violence seems driven by competition for water, pasture and other resources, he said.

Dhadho Godana, a member of parliament from the region and Defense Minister Yusuf Hajji have been accusing each other of involvement in the fighting. The two have testified before a commission of inquiry led by a High Court judge investigating the clashes

Political tensions and tribal animosities have increased due to competition among potential candidates in the March election.

Violence after Kenya's last general election, in late 2007, killed more than 1,000 people. Officials are working to avoid a repeat during March's presidential election, but episodes of violence around the country are raising fears that pockets of the country will see violence during the voting period.

The Tana River area is about 430 miles (690 kilometers) from the capital, Nairobi.

The utilization of the Tana River water has been at the middle of a conflict pitting the Pokomo against the Orma, according to research by the Institute of Security Studies in 2004, following clashes in the Tana River area in 2000 to 2002.

The Pokomo claim the land along the river and the Orma claim the waters of the river, said the research by Taya Weiss, titled "Guns in the Borderlands Reducing the Demand for Small Arms." At least 108 people died in the 2000-2002 clashes, according to the parliamentary record.

The longstanding conflict between the two tribes had previously resulted in relatively low casualties but the increased availability of guns has caused the casualties to escalate and more property to be destroyed, said the report.

It said a catalyst to the conflict was the collapse of three irrigation schemes at Bura, Hola, and Tana Delta, which influenced residents' lifestyles in terms of employment and sources of income.

"The collapse of these schemes forced the nomadic pastoralists to move during the wet season, while the farmers remained along the river. During the dry season the pastoralists move back to the river in search of water and pasture," it said.

The Tana River area has the characteristics of any other conflict-prone area in Kenya: underdevelopment, poor infrastructure, poor communication and social amenities, and social marginalization, according to the report.

"Communities are arming themselves because of the need to defend against perceived attacks," said the report. "They feel that the government security machinery has not been able to effectively respond to violence. Isolation has led to increased demand for guns."

Washington saying goodbye to Inouye at memorial

WASHINGTON (AP) ? Admirers will bid farewell to Democratic Sen. Daniel Inouye at a memorial service before a final trip home to his native Hawaii.

President Barack Obama and Vice President Joe Biden were to be among those offering tributes during the ceremony Friday at Washington National Cathedral, along with Senate Majority Leader Harry Reid, D-Nev., and Veterans Affairs Secretary Eric Shinseki.

Biden also spoke at a ceremony Thursday at the Capitol, where Inouye was given an honored resting place: beneath the dome.

Inouye was only the 31st person to lie in state in the rotunda, the most recent being former President Gerald R. Ford nearly six years ago.

During the day, congressional staff, tourists and other Capitol Hill visitors filed past to pay their respects at Inouye's casket, draped with an American flag.

Inouye died Monday of respiratory complications. He was 88.

After becoming Hawaii's first congressman in 1959 following statehood, Inouye was elected to the Senate in 1962. He was the first Japanese-American elected to both houses of Congress and was serving his ninth Senate term at the time of his death.

He was awarded a Medal of Honor, the nation's highest military honor, for bravery during World War II, including a heroic effort that cost him his right arm. He later became one of the nation's most influential politicians, playing key roles in congressional investigations of the Watergate and Iran-Contra scandals.

Inouye also was the second-longest serving senator in U.S. history.

As a legislator, his specialty was steering federal money back home to help build the kinds of roads, schools and housing that Americans on the mainland took for granted.

Inouye's body is to be returned to Hawaii on Saturday.

Saybrook University, the only university so far to publicly oppose these changes, also reaffirmed its commitment to fight against an approach to mental health care that could lead to massive over-diagnosis and millions more Americans being put on medications they don?t need.

Under the new rules, relatives who spend more than two weeks grieving over the death of a loved one could be given a diagnosis of clinical depression, while children who are still throwing temper tantrums after age 6 could be put on powerful medication.

Saybrook?s President, Mark Schulman, challenged the association?s updates in a piece in the Huffington Post.

?This is madness,? Schulman said. ?Millions of people who are perfectly healthy, who are not sick but are looking for help, will be forcibly turned into customers for the pharmaceutical industry. Most patients come to therapy not because they have neural chemical imbalances, but because they are grappling with fundamental questions: how do I live a meaningful life in a challenging world? How do I live with integrity? How do I repair my relationships? How do I live in harmony with my environment? Am I alone? What does my life mean??

Saybrook?s school of Clinical Psychology has been particularly vocal about the upcoming changes, with an entire section on their blog, The New Existentialists, covering the history, criticisms and support for the process. Chief among the warnings is the fear that the so-called ?Bible of Psychiatry? is pathologizing everyday emotions, cognitions and behaviors.

?We will see drastic increases in the number of diagnoses: distressed, tantruming children will be labeled and medicated for ?disruptive mood dysregulation,? grieving individuals will be medicated for clinical depression, and those suffering with the worries from everyday living will be medicated for generalized anxiety disorder,? Shawn Rubin, chair of Clinical Psychology at Saybrook and Editor in Chief of the Journal of Humanistic Psychology, said. ?Furthermore, our holistic and complex psychological experiences are increasingly being reduced to neurobiological phenomena and treated primarily with medication while a blind eye is turned to the powerful impact of socio-cultural stressors.?

Many injured in Egypt clashes as police fire tear gas

Confrontations broke out in Egypt's second largest city, Alexandria on the eve of the second leg of voting on the country's contentious constitution. NBCNews.com's Dara Brown reports.

ALEXANDRIA, Egypt ? Supporters of President Mohammed Morsi and his opponents hurled rocks at each other in Egypt's second city on the eve of a final vote on a new constitution shaped by Islamists.

Police fired tear gas as scores of opponents of the constitution and thousands of Islamists hurled rocks across a security cordon separating them near a mosque in Alexandria that was the focus for violence last week.


"God is great," Islamists chanted when the clash began.

The Egyptian Ministry of Health said at least 55 people were injured in the clashes near the al-Qaid Ibrahim mosque in Alexandria, state media reported.

The Islamists had gathered in support of an Islamic vision of Egypt's future a day before a second round of voting in a referendum on the basic law. Opposition supporters had also turned out as worshipers assembled for Friday prayers.

Morsi and his Islamist allies back the draft constitution as a vital step in Egypt's transition to democracy almost two years after the fall of Hosni Mubarak.

The opposition says the draft, drawn up by an Islamist-dominated assembly, is a recipe for deepening divisions and more violence.

The Muslim Brotherhood called for the mass gathering in Alexandria to protest after a violent confrontation between Islamists and the liberal, secular opposition last week ended with a Muslim preacher besieged inside his mosque for 14 hours.

Rival factions had used clubs, knives and swords last week, but this time police kept the feuding sides apart, although witnesses saw several protesters and one police officer being helped away. Some protesters had head wounds.

The run-up to the final round of voting Saturday on a new constitution has been marked by often violent protests that have cost at least eight lives. The first round on Dec. 15 produced a yes vote that is expected to be repeated in the second round.

Lines of riot police cordoned off Alexandria's al-Qaid Ibrahim mosque, scene of last week's violence. Islamists chanted pro-Islamic slogans while a smaller group of opponents gathered nearby, chanting against Morsi, propelled to power in a June election by the Muslim Brotherhood.

Analysis: Egypt is rapidly approaching its own 'cliff'

"The people want the implementation of Shariah," the Islamist sympathizers shouted, in a show of support for Islamic law. "Our souls and blood, we sacrifice to Islam," they shouted.

In one incident, an Islamist filming anti-Morsi protesters was grabbed and roughed up. Islamists on the other side of a security cordon pushed and shoved police trying to reach him.

The opposition, facing defeat in the referendum, has called for a no vote against a document it says is too Islamist and ignores the rights of women and minorities, including the 10 percent of Egyptians who are Christian.

What's the Best Way to Find a Movie I Want to Stream Online?You're not always going to know exactly what you want to watch though. Sometimes it's great to just flick through a selection of movies like you would in the video store, and while the algorithms Netflix uses to show you movies you might be interested in is great, they're also restricting and don't show you a large collection of movies. Other services, like Amazon, don't have big recommendation engines at all.

For recommendations, we like Watch It Stream. On the surface it works exactly like Can I Stream It? and you can instantly search to see where movies are available (unfortunately it doesn't have mobile app companions though). What's nice about Watch It Stream is curated lists. For example, since Bond just had a new movie in the series, there's a list of Bond inspired options like the Bourne series, and Mission Impossible. There's also a list of top art documentaries, and the A.V. Clubs 50 Best Films of the 90s. Basically, the curated lists offer a good way to discover new movies, and Watch It Stream links directly to where they're available for streaming.

Another option is Instantwatcher, which allows you to sort movies available on Netflix by review score and genre.

Fiat announces $1.3 BN investment for new SUVs

MILAN (AP) ? Fiat chief executive Sergio Marchionne has announced a ?1 billion ($1.32 billion) investment to produce two SUVs at a plant in southern Italy.

In a sign of the importance of the investment, Premier Mario Monti joined Marchionne at the Melfi plant in Basilicata for the announcement Thursday.

Marchionne said the plan to build a pair of SUVs ? one under the Jeep brand, the other a Fiat ? would help the automaker staunch losses in Europe and address the underutilization of its Italian plants due to the fall-off in demand caused by the economic crisis.

Marchionne, who also runs U.S. carmaker Chrysler, said the Melfi factory would be modernized to reach a daily capacity of 1,600 vehicles.

Monti welcomed the investment as a sign of trust in Italy's future.

Only 22 percent of information workers say they want a smartphone based on Android

This is an opening for Apple, obviously, and also for Windows Phone, just waiting for Microsoft to step through.

Google Inc. (GOOG)?s Android software for mobile devices has opened up a wide lead in market share, yet it hasn?t made the same inroads with a lucrative niche: businesspeople.

Only 22 percent of information workers say they want a smartphone based on Google?s software on the job, according to a study by Forrester Research Inc. (FORR), Bloomberg.com reported on its Tech Blog. That?s less than one-third compared with Android?s broader market share, pegged at 68 percent for this year, according to researcher IDC.

More office employees -- 33 percent of those surveyed --say they?ll use iPhones for work. Among the 9,766 information workers who took part in the poll, 10 percent will adopt Microsoft Corp. (MSFT)?s Windows Phone-based devices and 7 percent say they?ll select Research In Motion Ltd. (RIM)?s BlackBerry.

?

Why the disparity? Android has done very well with consumers, particularly more price-sensitive ones, Gillett said. Businesspeople can pay Apple?s prices for a premium product, and millions of them already own iPhones and other Apple products and aren?t likely to walk away from their investment, he said.

Google has the scale and resources to support every enterprise, just as Microsoft. But they do not have the relationships, they do not have the mindset, they do not have all the tools.?

Google is an advertising company. Google is a data capture company. Businesses may not be prepared to hand over their data so cavalierly. They need systems that are secure, reliable, scalable, and will be around for years.

Right now, Google's primary differentiator in the enterprise is...it's cheaper.?

That's not how all business decisions are made, certainly not ones that support mission critical activities -- and always being connected is mission critical.

More and more, the evidence piles up: the vast majority of Android users use Android because it is cheaper, available and good enough. Those who can will demand more.

Hernando Mayor Chip Johnson said all indicators are pointing to an economic turnaround.

In his state-of-the-city address earlier this week, the mayor said housing starts, new subdivisions and sales tax collections all are pointing up.

According to the Commercial Appeal single-Family building permits are up significantly this year.

Sales taxes showed an increase of about four percent.

Bargaining session canceled for East Stroudsburg University faculty

The bargaining session scheduled for today between the Pennsylvania State System of Higher Education and the Association of Pennsylvania State College and University Faculties, which includes East Stroudsburg University faculty, has been canceled by mutual agreement. The two sides plan to resume talks on Jan. 4, with additional scheduled negotiations to follow.

?Our overriding concern, as it has been throughout these negotiations, is the cost to our students and their families,? said PASSHE vice chancellor for human resources and labor relations Gary Dent. ?Our students pay approximately 73 percent of the costs necessary to operate our universities through tuition and fees. Seventy-three cents of every $1 in increased costs resulting from this agreement would be borne by students and their families.

?We have made clear the essential elements we need in this agreement, which include cost savings to offset proposed salary increases; redesign of our health care plan to more closely align it with that offered to more than 80,000 state employees, including the Governor and his cabinet; and a plan to begin to address our annuitant health care costs. In its latest response, APSCUF rejected almost every element with the exception of levels of compensation.?

The Pennsylvania State System of Higher Education is the largest provider of higher education in the Commonwealth, with about 115,000 students. The 14 PASSHE universities offer degree and certificate programs in more than 120 areas of study. About 500,000 PASSHE alumni live and work in Pennsylvania.

The state-owned universities are Bloomsburg, California, Cheyney, Clarion, East Stroudsburg, Edinboro, Indiana, Kutztown, Lock Haven, Mansfield, Millersville, Shippensburg, Slippery Rock and West Chester Universities of Pennsylvania. PASSHE also operates branch campuses in Clearfield, Freeport, Oil City and Punxsutawney and several regional centers, including the Dixon University Center in Harrisburg.

Connecticut shooter's smashed hard drive poses challenge for investigators

Investigators hoped to learn something from a computer found in the home shared by Adam Lanza???the gunman who killed 26 people at Sandy Hook Elementary School in Newtown,?Conn.???and his late mother, but the computer and the hard drive?were heavily damaged, say authorities.?There may be further attempts to recover data, but luck may not be on the investigators' side.

Law enforcement sources told NBC News?that they're somewhat pessimistic that Adam Lanza's computer will?yield any useful information. Not only was the actual computer heavily damaged, but its hard drive was removed and subjected to additional damage.?We asked data storage?experts to explain the sorts of challenges these computer?forensics workers are facing.

"If there's physical damage to the disks, I would say that it's nearly impossible to get the data off," said?Robb Moore, CEO of ioSafe ? a company that builds durable housings for hard drives and develops other disaster-proofing for data products. A standard hard drive consists of an enclosure, a circuit board, a read/write head and?disks,?also called platters,?which have a magnetic coating.?The disks themselves are often made of glass or other fragile materials, Moore told NBC News; they?can bend, break or shatter. The actual?data lives on that thin coating, which is "very sensitive to scratches and damage," Moore said.

"If someone damaged just the circuit board, it's possible to replace the circuit board," Moore said. "If someone damaged the drive so that the disks have shattered, it would be nearly impossible to get the data off these disks."

Tony Martino,?Director of the Computer Forensics Research and Development Center at Utica College, clarified that while a whole shattered platter makes chances of recovery "pretty much nonexistent,"?it may be possible to read a portion of the data if just a piece of the platter is damaged.?Even then,?the recovery?process is quite intense.

Paulo Licio de Geus, associate professor at?Institute of Computing at?Unicamp, focuses his research on computer security. He explains that if the platters are merely bent, rather than shattered???which could happen, depending on materials and manufacturers ??an elaborate laboratory procedure could be used to recover some information. "One must be really determined to fancy such an enterprise," he told NBC News.

Chris Bross is?a senior engineer?at Drive Savers???a company which tries to recover data from erased or damaged hard drives. He told NBC News that?in his two decades on the job,?he has successfully extracted information from hard drives damaged intentionally by being hit with a hammer, shot?or run over with a car.

"It's actually difficult to successfully destroy data to an absolute level," he explains. "What we do in a laboratory is engineering work. There's always opportunity for recovery from a storage device unless that device has been extremely damaged." He confirms that, "if the platters have been shattered,?then there's no tangible way to put together data from that." But if the platters are partially chipped, scratched, or similar? There's still a chance.

But while Microsoft’s recent acquisition begins to explore a new role as a social advertising network, the world’s number-two VoIP provider, Rebtel, is hoping to gain some new ground. The Stockholm-based company, which has been in operation since 2006, today is announcing that it has passed 20 million active users, with 2012 revenues of $80 million and projected turnover of $100 million for 2013. It has also seen a 250% increase in app downloads and paying users since 2011, with overall users growing currently at a rate of 500,000 each month. The business of over-the-top telephony services is a hot space right now, with companies like Whatsapp nabbing business away from carriers by becoming users’ default mobile messaging service.?As of August 2012 Whatsapp was delivering 10 billion messages per day. And as we’ve said in the past, we’ve heard that its been an?acquisition target for Facebook. Rebtel very much fits into that mold by offering a more cost-effective way of making calls on mobile devices, with a particular emphasis on long-distance calls that can cost a fortune otherwise if made via a mobile network.?”Our average users are consumers with a lot of first- and second-generation immigrants among them,”?Bernstr?m notes, so many of them will want to be calling family abroad. Ofgem approves ?24 billion grid overhaul

LONDON (Reuters) - British energy regulator Ofgem on Monday approved 24.4 billion pounds ($39.3 billion) of investment by energy companies to overhaul the country's gas and electricity grid, reducing initial overall spending plans by 16 percent to 2021.

Ofgem is responsible for delivering the most cost-effective investments possible as part of plans to modernise Britain's ageing energy networks between 2013-2021.

Energy companies initially proposed spending 45.4 billion pounds on upgrading and maintaining the country's energy networks until 2021, which would be clawed back through higher energy bills.

Ofgem's latest proposal, which aims to curb energy spending plans in order to reduce the impact on utility bills, reduces that figure by 16 percent to 38.2 billion pounds.

Even these scaled-back proposals are expected to add 15.1 pounds a year to consumer bills by 2021, Ofgem said.

Within the 38.2 billion pounds, 24.4 billion will go towards modernising the energy grid, up 2 billion compared with initial proposals made in July following a row over the budget.

Initial proposals made by the regulator were slammed for being too low by the country's biggest energy distributor, National Grid, in July.

The company said in a separate statement on Monday that it would take time to review the updated proposals before deciding on its response.

National Grid is most directly affected by Ofgem's proposals since it makes 60 percent of its operating profit from electricity and gas transmission, Seymour Pierce utilities analyst Angelos Anastasiou said in a note.

"(Ofgem's) proposals are long and complicated but, at first glance, they seem to be pretty similar to the initial proposals (IP) that were issued in July," Anastasiou said.

"A dividend cut and/or fund raising remains a possibility, but the market does not appear to be currently factoring this in," he said, referring to National Grid, which has 75 days to accept or reject Ofgem's proposals.

Fast-rising consumer energy bills have caused anger in Britain among households squeezed by spiralling price rises and muted wage growth. A government advisory group said on Monday that a further 300,000 households risked 'fuel poverty' this winter.

"This provides a framework of strong incentives and penalties to stimulate the innovative and efficient operations of Britain's energy companies," Ofgem's chairman John Mogg said in a statement.

The regulator said its final plans earmarked up to 15.5 billion pounds to upgrade transmission networks for both gas and electricity, assets operated by National Grid.

Of the total investment approved by Ofgem, 4.5 billion pounds will be held back unless energy companies can justify the expenditure over the 2013-2021 investment period, it said.

The 24.4 billion pound price control comes on top of a 7.7 billon pound investment from network charges approved in April for Scotland's network operators.

A study by the Energy Networks Association (ENA) in November found that Britain's power grid faces its biggest challenge since its creation due to a transition being made to a low carbon economy.

The ENA study found that the power grid will need up to 1.6 billion pounds in investment a year to cope with the integration of renewable power capacity such as wind farms.

BEIRUT -- Syria's longtime vice president said Sunday that his regime and the rebels are both going down a losing path after 21 months of civil war, a rare admission by a top government official that President Bashar Assad's victory is unlikely.

The comments by Farouk al-Sharaa came as an Islamist faction of Syrian rebels captured an infantry base in the northern city of Aleppo, and Syrian warplanes blasted a Palestinian refugee camp in Damascus, killing eight people and wounding dozens, activists said.

Sharaa, a Sunni Muslim in a power structure dominated by Assad's Alawite minority, has rarely appeared in public since the revolt erupted in March 2011.?

Al-Sharaa told the Lebanese newspaper Al-Akhbar that neither the rebels nor the Assad regime can "decide the battle militarily." It appeared to be an attempt to show that the rebels are not the solution to the Syria conflict, and their victory might bring chaos to the country.

In the first phase of the 21-month-old civil war, which has claimed at least 40,000 lives, Damascus was distant from the fighting.
