Contrary to reports, the Irish haven't legalized drunk driving

Reports concerning an Irish county council's proposal to allow rural inhabitants to drive after drinking have been greatly exaggerated.

Reported around the globe as a license to drive drunk, an Irish council's motion to permit rural pub-goers to get behind the wheel not only lacks force of law, it's also a slightly odd solution to a serious issue.

It's not often that a vote by five county councilors in rural west Ireland makes headline news, but Danny Healy-Rae managed it this week when he and four colleagues passed a motion to allow drinkers to drive home ? albeit at a severely restricted speed and only on barely-used backroads.

The political response? The same as that of the Irish public: bafflement and embarrassment.

Leo Varadkar, minister for transport, said he disagreed with the council's motion and stressed the affect of the story spreading across the globe. "It doesn't really send out a good message internationally about Ireland," he said.

One fact that has barely been reported in the scramble to play-up rural Irish alcoholic clich?s: It's not going to happen. As a county council motion, the proposal has no legal status.

Irish people are keenly aware of the country's drink-sodden image, with many feeling Mr. Healy-Rae's motion plays to outdated prejudices about the country.

The move may not seem so out of the blue as it first sounds, though. Not quite, anyway.

Healy-Rae proposed the motion as a response to isolation in rural areas, particularly among the elderly and would help to counter "depression and suicide." He said permits could be issued allowing holders to have "two or three drinks" and then still drive home.

"They're traveling on very minor roads, often on tractors, with very little traffic and it's not right they're being treated the same as the rest of the traveling public and they have never killed anyone," he said.?"The only outlet they have then is to take home a bottle of whiskey," he says, "and they're falling into depression, and suicide for some of them is the sad way out."

To be sure, pubs in country areas of Ireland are at the center of community life and are more than just drinking dens, which is something even the motion's critics acknowledge. And going to the pub and drinking nonalcoholic drinks is already an option, as is the option of hiring a bus.

Healy-Rae is a member of a colorful County Kerry political dynasty known for rural populism ? and occasional support for strange causes including, most recently, removing the number 13 from vehicle license plates.

He is also a pub owner ? as are three more of the total five councilors who supported the idea. Three voted against the idea, seven abstained, and 12 were absent from the meeting.

Despite widespread criticism, the motion has attracted some support. Independent Galway councilor Michael Fahy says he will raise the idea at the next council meeting.

The chances of the government agreeing to the idea? Less than the amount of alcohol in a glass of tap water. The country has worked hard in recent decades to reduce road deaths, both by upgrading the road network and by stricter enforcement of the rules of the road.

Ireland's road death rate hit an all-time low in 2012, with 161 lives lost, 25 fewer than the previous year. It is has the sixth lowest road death rate the in EU.

The image of an African shantytown does not usually conjure up hope for economic prosperity. But Kibera, one of Nairobi?s slums and arguably Africa?s largest slum, is exactly that for the Kenyans who call it home. In The Economist, a writer chronicled a day in Kibera, describing the slum?s ebbs and flows, capturing its entrepreneurial spirit. People from all over Kenya leave their towns and villages for a chance to find work in Kibera?s ?thriving economic machine.?

The half-mile-by-two-mile area accommodates roughly 1 million people, wedged together in repurposed wood-and-corrugated-tin-roof structures. The alleys that wind through the slum vary in size, but there is no room for cars. Many of the residents work in nearby factories or offices. Others find economic opportunity in providing goods and services for Kibera?s residents.

When Cecilia Achieng moved to the slum, she started a school, at first renting space from an empty church. She eventually saved enough money to build six makeshift classrooms. After school, Ms. Achieng starts her second job: catering. She caters church events, funerals, and is even trying to get into weddings. In the evening, Achieng goes door to door offering her services as a hairdresser.

?To equate slums with idleness and misery is to misunderstand them,? the correspondent writes. ?Slums are far from hopeless places; many are not where economic losers end up, but rather reservoirs of tomorrow?s winners.?

The promise of the Arab Spring

As post-Arab Spring countries struggle to establish democratic institutions, pessimism about their ultimate success misses a broader lesson: Stable democracies have historically evolved from violent uprisings, initial failures, and stumbling blocks.

?These troubles ... are not a bug but a feature ? not signs of problems with democracy but evidence of the difficult, messy process of political development through which societies purge themselves of the vestiges of dictatorship and construct new and better democratic orders,? writes Sheri Berman in Foreign Affairs.

False beliefs persist, even after instant online corrections

Jan. 24, 2013 ? It seems like a great idea: Provide instant corrections to web-surfers when they run across obviously false information on the Internet.

But a new study suggests that this type of tool may not be a panacea for dispelling inaccurate beliefs, particularly among people who already want to believe the falsehood.

"Real-time corrections do have some positive effect, but it is mostly with people who were predisposed to reject the false claim anyway," said R. Kelly Garrett, lead author of the study and assistant professor of communication at Ohio State University.

"The problem with trying to correct false information is that some people want to believe it, and simply telling them it is false won't convince them."

For example, the rumor that President Obama was not born in the United States was widely believed during the past election season, even though it was thoroughly debunked.

The prospect of correcting falsehoods like this online before they have a chance to spread widely has obvious appeal, Garrett said.

In fact, it has already been attempted: A team from Intel and the University of California, Berkeley, developed Dispute Finder, a plug-in for web browsers that was released in 2009 and would alert users when they opened a webpage with a disputed claim. That project has ended, but Garrett said similar efforts are under way.

"Although the average news user hasn't encountered real-time correction software yet, it is in the works and I suspect it will see more widespread use soon," he said.

But will it work? In order to find out, Garrett conducted a study with Brian Weeks, a graduate student in communication at Ohio State. Their study (available here), which they will present Feb. 26 in Austin, Texas, appears in the 2013 Proceedings of the Computer Supported Cooperative Work and Social Computing conference.

Participants in the study were a diverse group of 574 adults from across the country who participated online.

The experiment was designed to see what would happen when participants read false statements copied from a "political blog" (actually text prepared by the researchers) about the issue of electronic health records.

While some of the information, collected from news stories and government sources, was correct, the researchers also inserted several false statements about who was allowed access to these records. For instance, the message falsely claimed that hospital administrators, health insurance companies and even government officials had unrestricted access to people's electronic health records.

The participants were divided into three groups -- some were presented with an immediate correction, saying that FactCheck.org, an independent fact-checking organization, had concluded this blog post contained factual errors. Inaccurate statements were italicized, enclosed in brackets and displayed in red, and a detailed correction appeared at the bottom of the page.

Others read the blog post with the errors, followed by completing an unrelated three-minute task, and then were presented with the exact same correction.

The final group was presented only with the inaccurate message during the study.

Afterwards, all participants were asked how easy or difficult it would be for several groups (including hospital administrators, government officials and others) to access electronic health records. Participants were graded based on the accuracy of their answers.

In general, those who received the immediate correction were just slightly more likely to be accurate than those who received the delayed correction. Those who received no corrections were, not surprisingly, the least accurate.

But the most interesting results came when the researchers analyzed who was influenced by each kind of correction.

The real-time correction worked well with participants who indicated at the beginning of the study that they supported electronic health records, also called EHRs.

"But for those who opposed EHRs, the effect of the immediate correction was essentially the same as if they had received no correction at all," Garrett said.

The reason appears to be that opponents of EHRs discounted the credibility of the source of the correction, Garrett said. On the other hand, the more favorably an individual felt about EHRs, the more credible the correction was perceived to be.

Although this pattern was also evident among those who received the delayed correction, the effect was significantly weaker.

Garrett said the results of this study cast doubt on the theory that people who believe false rumors need only to be educated about the truth to change their minds.

"Humans aren't vessels into which you can just pour accurate information," he said.

"Correcting misperceptions is really a persuasion task. You have to convince people that, while there are competing claims, one claim is clearly more accurate."

Garrett noted that, while instant corrections were slightly more effective than delayed corrections, the problem is that instant corrections actually increase resistance among those whose attitudes are supported by the falsehood.

"We would anticipate that systems like Dispute Finder would do little to change the beliefs of the roughly one in six Americans who, despite exhaustive news coverage and fact checking, continue to question whether President Obama was born in the U.S.," he said.

Garrett said it may be better to find a way to deliver corrections later, when people may not be so defensive about their beliefs.

Novartis expects sales to grow from 2014

ZURICH (Reuters) - Novartis expects sales to grow in the mid-single digits from 2014 once it has absorbed the full impact of competition from cheaper drugs, and said its long-standing chairman and former Chief Executive would step down next month.

The Basel-based group guided investors to expect a mid-single digit decline in its core operating margin on a constant currency basis in 2013, as competition from generic copies knocks $3.5 billion off sales.

The drugmaker is hoping 2013 will be a turning point as it weathers the loss of exclusivity on its top-selling blood pressure drug Diovan in the United States and resolves lingering manufacturing problems at its Consumer Health factory in Lincoln, Nebraska.

Europe's second-largest drugmaker by market value after hometown rival Roche, is relying on sales of its newest products, like multiple sclerosis pill Gilenya and cancer drug Tasigna to help drive future growth.

Novartis said it expected reported sales growth of at least mid-single digits in 2014 and 2015 while core operating income should grow ahead of sales.

Core earnings per share rose to $1.27 in the fourth quarter, compared with the average estimate of $1.31 forecast in a Reuters poll of analysts.

Novartis' figures, which kick off the Big Pharma earnings season in Europe, come a day after U.S. rival Johnson & Johnson posted better-than-expected fourth quarter results, but forecast 2013 earnings below Wall Street forecasts.

Daniel Vasella, who has served as Novartis CEO and Chairman for 17 years, said he would not stand for re-election to the board of directors.

The board has proposed Bayer healthcare head Joerg Reinhardt to replace him. Reinhardt is a former COO of Novartis who had once been tipped as a possible successor to Vasella, but left in 2010 after Joe Jimenez was given the top job.

EU mystified at how Cameron's renegotiation will happen

BRUSSELS (Reuters) - European officials and diplomats were left scratching their heads after David Cameron's big speech on Wednesday, expressing confusion about how and when the prime minister expects to overhaul Britain's ties to the European Union.

Cameron promised voters an in/out referendum on British membership of the EU if he is re-elected in 2015, saying the referendum would take place by the end of 2017, once Britain has re-negotiated its relationship with the EU.

It may have been what eurosceptics in his Conservative party, and the wider British public, wanted to hear, but it is anything but a straightforward process, and not one that Britain can decide alone.

It needs allies if it wants to distance itself.

Leaving aside the fact that Cameron, down in opinion polls, would need to be re-elected first, the critical question is whether the 26 other EU member states -- or 27 once Croatia joins later this year -- would want to renegotiate the EU treaty, the framework that binds them together.

Fundamental changes to the treaty of the kind that Cameron is hinting at would require support for what is known in EU parlance as a European Convention.

Under EU rules, a simple majority of member states have to be in favour of calling a Convention, so at least 15 countries once Croatia has joined. That is the first hurdle and one Britain might not manage to clear.

If there is a majority in favour of a convention, the EU would begin a long and complex legal and political process involving all member states, the European Parliament, national parliaments and the European Commission.

The convention's recommendations for treaty changes, which have to be unanimous, would then be put to what is known as an intergovernmental conference involving all member states.

Any alterations or renegotiations to the treaty would require unanimity.

It is possible Cameron could try to use a simplified procedure rather than a full treaty overhaul, but this is reserved for changes to treaty provisions for the EU single market.

Given what Cameron wants -- including the repatriation of powers from Brussels to London -- and given that many EU countries are reluctant to simply let Cameron have his way, it is hard to imagine the simplified procedure would be possible.

Instead, Cameron would have to work tirelessly to convince his EU allies that they have something to gain from reopening the treaty, and then convince them again that it is in their interests for Britain to have looser ties to the EU.

French Foreign Minister Laurent Fabius said Britain could not expect Europe to be an "a la carte" menu, or expect to change the rules of membership just for itself.

"Imagine we are a football club. You join the football club, but once you are in, you cannot say 'Let's play rugby'," he said on French radio.

Attitudes to Cameron have hardened since he wielded a veto at a European Union summit late in 2011.

Swedish Foreign Minister Carl Bildt, whose country is a euro outsider like Britain, tweeted: "Flexibility sounds fine, but if you open up to a 28-speed Europe, at the end of the day there is no Europe at all. Just a mess."

Because of the tortuous process that treaty change is, there is a good chance euro zone states will press ahead with closer integration without trying to reopen the treaties.

And even if Cameron got his way, its EU partners would be required to win the consent of their own voters or parliaments for any special deal with Britain -- unlikely to be a big vote winner for them.

Several EU diplomats said it was unclear exactly what Cameron wanted, with some of his speech praising Europe, other parts saying it needed fundamental overhaul and the prime minister ultimately saying he wanted to stay in the EU.

"The speech reminded me of someone picking a daisy: ?Now I love you, now I don't'," said one euro zone diplomat.

Stocks gain on economic indicators, US earnings

PARIS (AP) ? Europe's stock markets were broadly higher Thursday amid signs the continent's services and manufacturing slump was easing.

Shares creeped higher as investors welcomed surveys showing a smaller than forecast contraction in both manufacturing and services in the 17-country eurozone this month. That came after overnight data showing a pickup in China's factory production as well as strong tech earnings that spurred Wall Street to rally to a five-year high.

Britain's FTSE 100 rose 0.3 percent to 6,214.89. Germany's DAX gained 0.1 percent to 7,711.67 and France's CAC-40 rose 0.2 percent to 3,733.78.

Wall Street appeared headed for a day of muted trading, with Dow Jones industrial futures barely changed at 13,722 while S&P 500 futures fell 0.2 percent to 1,488.

Markets shrugged off news from Germany's banking sector, where Commerzbank said it planned as many as 6,000 job cuts over the next three years. The country's second-largest bank, which was bailed out by the government in 2009, expects to cut between 4,000 and 6,000 jobs by 2016.

Grim employment data in Spain also failed to dent markets optimism. Spain's unemployment rate shot up to a record 26.02 percent in the fourth quarter of 2012, leaving almost 6 million Spaniards out of work, the country's statistics agency said.

Stock markets in Asia were boosted from HSBC Bank's preliminary survey on China's monthly manufacturing. Its index rose to a two-year high of 51.9 in January from 51.5 in December. A reading above 50 indicates expansion on a scale of 100.

Analysts at Credit Agricole CIB in Hong Kong said before the survey's release that they expected China to beat estimates. "Manufacturing sentiment should have been boosted by previous fiscal measures and optimism towards the new government" following the once in a decade leadership change late last year, the bank said in an email.

Japan's Nikkei 225 index rose 1.3 percent to close at 10,620.87. Australia's S&P/ASX 200 advanced 0.5 percent to 4,810.20, its highest close since May 2011. Benchmarks in Singapore, Thailand, and the Philippines also rose.

Investors were encouraged by developments in Washington, where the U.S. House of Representatives voted to avert the imminent threat of a government default by suspending the debt limit ? the amount of money the government is allowed to borrow.

The law requires that Congress approve raising the amount the government can borrow to pay its obligations as the debt exceeds its limit, currently at $16.4 trillion. That's the cumulative amount the country owes as a result of routinely spending more than it collects in taxes.

On Wednesday, IBM single-handedly lifted the Dow Jones industrial average to a five-year high. The tech giant's quarterly earnings beat Wall Street's expectations, thanks to its lucrative Internet-based "cloud" computing business and sales of software services.

Benchmark oil for January was up 37 cents to $95.60 per barrel in electronic trading on the New York Mercantile Exchange. Wednesday the contract dropped $1.45, or 1.5 percent, to finish at $95.23 per barrel, the first decline of more than 1 percent since Dec. 21.

In currencies, the euro rose to $1.3323 from $1.3321 late Wednesday in New York. The dollar rose to 89.5890 yen from 88.66 yen.

Here were students drawn in many cases from rural areas, some of whom lived on farms; and yet, the most basic energy flow in modern civilization?in any civilization?from farm to city in the form of surplus food was completely opaque to them. My friend remarked to me that a century and half of cheap energy in the form of fossil fuels has attenuated our awareness of energy flows so much that we as a society have become essentially unconscious of energy.

That is a state of mind that could only be the product of energy abundance, of an exceptional period in human history when the surplus energy available to society was so great that the average person simply did not have to think about it. And, so as energy scarcity returns to civilization as the norm, we are being forced?often painfully?to become conscious once again of the energy flows in our daily life. As a whole, human societies are only just beginning to wake up to this new era?except, of course, where life has remained close to the land, and failure to understand and create the necessary energy flows (particularly food) has always been tantamount to a death sentence.

The era of abundance which is now coming to an end created a dependence on a technical-corporate-financial energy elite which took over the provisioning of energy for society as that enterprise became ever more complex?advancing light-years beyond the pick ax of the 19th century coal miner. So long as energy remained abundant, the legitimacy and autonomy of this energy elite went largely unchallenged. Even in countries where the government controls energy resource exploitation, a small elite remains in charge of the process, a process thought to be largely technical in nature.?

But the return of energy scarcity in the last decade?in the form of record high oil prices, high and volatile coal prices, wildly volatile natural gas prices in the United States and high prices for liquefied natural gas internationally?all this now threatens to undermine the legitimacy and autonomy of the energy elite. People are beginning to wonder whether it is wise to leave such matters to the putative experts. Should the government take a more active role in directing energy policy? Should communities and households seek to provide their own energy in the form of renewables or even community-owned utilities? Should steps be taken to reduce energy use dramatically to cushion a possible future decline in the availability of energy?

So rattled by these stirrings is the oil and gas industry that it has launched a campaign to convince the public that these hydrocarbons will return to their former abundant state for the long term. This campaign goes by the moniker "energy independence" in the United States. Of course, energy independence for the United States is unlikely unless it is based on radical reductions in energy use and widespread deployment of alternative energy. Naturally, the oil and gas industry does not have this kind of energy independence in mind.

Betelgeuse braces for a collision

Jan. 22, 2013 ? Multiple arcs are revealed around Betelgeuse, the nearest red supergiant star to Earth, in a new image from ESA's Herschel space observatory. The star and its arc-shaped shields could collide with an intriguing dusty 'wall' in 5000 years.

Betelgeuse rides on the shoulder of the constellation Orion the Hunter. It can easily be seen with the naked eye in the northern hemisphere winter night sky as the orange-red star above and to the left of Orion's famous three-star belt.

Roughly 1000 times the diameter of our Sun and shining 100 000 times more brightly, Betelgeuse's impressive statistics come with a cost. For this star is likely on its way to a spectacular supernova explosion, having already swelled into a red supergiant and shed a significant fraction of its outer layers.

The new far-infrared view from Herschel shows how the star's winds are crashing against the surrounding interstellar medium, creating a bow shock as the star moves through space at speeds of around 30 km/s.

A series of broken, dusty arcs ahead of the star's direction of motion testify to a turbulent history of mass loss.

Closer to the star itself, an inner envelope of material shows a pronounced asymmetric structure. Large convective cells in the star's outer atmosphere have likely resulted in localised, clumpy ejections of dusty debris at different stages in the past.

An intriguing linear structure is also seen further away from the star, beyond the dusty arcs. While some earlier theories proposed that this bar was a result of material ejected during a previous stage of stellar evolution, analysis of the new image suggests that it is either a linear filament linked to the Galaxy's magnetic field, or the edge of a nearby interstellar cloud that is being illuminated by Betelgeuse.

If the bar is a completely separate object, then taking into account the motion of Betelgeuse and its arcs and the separation between them and the bar, the outermost arc will collide with the bar in just 5000 years, with the red supergiant star itself hitting the bar roughly 12 500 years later.

In late June,a powerful windstorm ? known as a ?derecho? ? tore through Northern Virginia. A resultingpower failure at Verizon?s facilities left approximately 1.5 million of its customers in the region unable to call 911 emergency centers during the storm. Furthermore, the blackout interrupted the company?s ability to monitor its own systems, causing delays to repair efforts.

A recent report from the Federal Communications Commission (FCC) called the failures ?unacceptable.? In its report, released on January 10, the FCC criticized Verizon for allowing multiple ?planning and system failures? to occur in connection with the derecho.

The report said that, ?In most cases, the 911 and other problems could and would have been avoided,? if providers had followed the maintenance and testing guidelines that had previously been identified as ?best practices? by industry groups.

The FCC is considering a range of potential recommendations for bolstering the strength of critical domestic communications networks. Regulators can be expected to maintain pressure on companies involved with the industry, as service disruptions can put entire populations in danger.

In a comparable way, companies that operate transportation fleets play a critical role in many vital sectors, such as food and medical supply chains. Many public agencies depend extensively on their vehicles as well. Implementing GPS software can help fleet managers mitigate the operational disruptions caused by a storm.

    Exxon Mobil boss meets Iraqi leader in Baghdad

    BAGHDAD (AP) ? Iraq's government says the head of Exxon Mobil has met with the prime minister to discuss the company's Iraq plans, which have angered Baghdad.

    The meeting Monday in Baghdad comes as tensions rise between Iraq's Kurdish region and the central government over oil rights.

    Exxon infuriated Baghdad by agreeing with the Kurds to hunt for oil in their largely autonomous region in late 2011. That pact includes exploration of land claimed by both the Kurds and Arabs.

    The Irving, Texas-based firm has been planning to pull out of its stake in Iraq's 8.6-billion-barrel West Qurna-1 oil field and focus instead on the Kurdish contract.

    The statement says Prime Minister Nouri al-Maliki and Exxon Chairman and CEO Rex Tillerson discussed the company's activities and working conditions in Iraq.

    Obama's Inauguration Day is a day for MLK Jr., too

    WASHINGTON (AP) ? Monday's inaugural may be President Barack Obama's big day, but Martin Luther King Jr. will loom large over the festivities.

    A quirk in the calendar pushed Obama's public swearing-in onto the national holiday honoring the slain civil rights leader, and inaugural planners have taken pains to acknowledge that fact. Going into his second term, Obama seems to have put King at the front of his mind, too.

    The president has referenced King in speeches, and the weekend of inaugural festivities opened Saturday with a national day of service in King's honor. Obama and his family also helped spruce up an elementary school in southeast Washington. The Obamas have performed community service work on the King holiday in each of the past four years.

    Obama spoke at the 2011 dedication of a monument to King on the National Mall and is likely to include King in his inaugural address.

    The president has said King is one of two people he admires "more than anybody in American history." President Abraham Lincoln is the other. In a nod to that admiration, Obama will take his ceremonial oath of office Monday using Bibles owned by both men. Lincoln's Bible, which Obama also used in 2009, will rest on top of King's, which is larger.

    "The movements they represent are the only reason that it's possible for me to be inaugurated," Obama said in a video released by inaugural planners.

    Obama is perhaps the most high-profile product of King's quest for civil rights and racial equality in the U.S. He credits King for his own political victories, particularly the 2008 election win that lifted him over the highest hurdle for minorities in American politics.

    Even with that, there are distinctions in their styles. While King was a staunch advocate for the poor and downtrodden, Obama has been faulted by critics who say he's been reluctant to push issues of concern to black people and take steps to reduce high rates of black unemployment. Where King opposed wars in general and was an unwavering advocate of nonviolence, Obama has shown himself to be willing to target and kill leaders of terrorist groups overseas.

    Fredrick Harris, director of Columbia University's Center on African-American Politics and Society, argues that Obama's reluctance to bring black issues to the forefront undermines the work of King and other civil rights leaders whose efforts made his presidency possible.

    "Dr. King died in 1968 fighting for low-wage garbage workers in Memphis, Tenn. He was starting a national poor people's movement to address the issues of poverty," Harris said. "With the president, a Democratic president for that matter, who has spoken less on race or the poor or poverty than any Democratic president in a generation, it is problematic when we think of that aspect of King's legacy."

    On at least one foreign policy issue, the Middle East, Obama and King seem to be in accord. Lewis V. Baldwin, a religious studies professor at Vanderbilt University, writes in a new book that Obama's approach to Israeli security and empowering the Palestinians dovetails with King's thoughts on the matter.

    On the jacket of Baldwin's book, "In a Single Garment of Destiny," Obama explained his take on King's idealism.

    "When met with hardship, when confronting disappointment, Dr. King refused to accept what he called the 'isness' of today. He kept pushing for the 'oughtness' of tomorrow," Obama wrote.

    Obama recognizes his role in U.S., and even world, history and how he has benefited from the work of King and other civil rights advocates. During his presidency, he has paid regular tribute to King, who was assassinated in April 1968 in Memphis, Tenn., when Obama was just 6 years old. American's first black president will deliver his second inaugural address looking out across the National Mall toward the Lincoln Memorial, where King delivered his "I Have a Dream" speech nearly 50 years ago.

    One of eight floats scheduled to participate in the parade down Pennsylvania Avenue between the Capitol and the White House will honor King, featuring his image and a representation of his quote "out of the mountain of despair a stone of hope."

    Rep. John Lewis, D-Ga., a veteran of the civil rights movement who knew King and knows Obama, said the symbolism is overwhelming.

    "It is almost too much to believe that we would commemorate this year, the 150th anniversary of the Emancipation Proclamation, the 50th anniversary of the march on Washington," Lewis said. "I don't know what you'd call it, something about time and history and fate all coming together."

    Lincoln issued the proclamation on Jan. 1, 1863, during the Civil War, declaring all slaves in states rebelling against the Union to be "forever free."

    Vicki Crawford, director of Morehouse College's Martin Luther King Jr. Collection, said the inauguration falling in a year of civil rights milestones is a prime opportunity for the nation to re-examine its past and look ahead to the future.

    "Obama is a part of the continuum of a history that began before Dr. Martin Luther King," she said. "It's a long history of struggle to make America the place it should be to make real on the promise of democracy. This is a momentous time; 2013 is a crossroads."

    Harris, the Columbia University professor, said that while King's moment in 1963 and Obama's in 2013 are evidence of how far the country has come despite persistent racial polarization, he would like to see Obama start to emphasize issues that were important to King.

    "I would also hope that this won't be just a day of recognition but also that it will point in some direction in the second term that the president will begin to speak much more clearly and forcefully about the persistence of racial inequality in American life," he said.

    Running from 21 December until 2 January 2013, Operation Lynchpin aimed to support victims of domestic violence and target those that committed domestic abuse crimes.

    During the same period the previous year, Tayside Police reported that there was a significant drop in cases reported to them, falling from 319 to 256. The campaign has now been carried out for five consecutive years seeing a dedicated team of officers involved in many high risk cases which resulted in successful prosecutions.

    The campaign Operation Lynchpin was undertaken with the full support of Violence Against Women Partnerships in Dundee, Angus, and Perth and Kinross.

    Taliban attack on Kabul police HQ kills 3 officers

    KABUL, Afghanistan (AP) ? Two Taliban suicide bombers blew themselves up at the gates of the Kabul traffic police headquarters early Monday before another group of militants stormed the compound, battling security forces for nine hours in an attack that left three policemen and all five attackers dead, authorities said.

    The coordinated assault was the second brazen raid in the heart of the Afghan capital in less than a week, a sign that the insurgency is determined to keep carrying out such spectacular attacks even as the U.S. and Afghan governments try to coax the Taliban into holding peace talks.

    Nine hours after Monday's insurgent attack began with two of the five attackers blowing themselves up, police commandos killed the last two insurgents holed up in the police headquarters, Interior Ministry spokesman Sediq Sediqi said. He added that four traffic policemen and 10 civilians were also been wounded in the fighting.

    Kabul Police chief Mohammad Ayub Salangi said two Taliban suicide bombers died at the gate when their vests exploded, another blew himself up inside the building and two more were killed by security forces before they managed to detonate their explosive vests.

    He said a sedan packed with explosives blew up near the gate a short time later. Such secondary devices are rigged to timers and designed to kill as many first responders as possible.

    Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack, which he said was targeting a police training facility "run by foreign military forces."

    The traffic police headquarters is not heavily guarded, though it is located on a square leading to the parliament and is also next to the zoo. It is also adjacent to the Afghan border police headquarters and a police training facility ? which may have been the more likely target. The traffic police facility, usually teeming with civilians seeking to get drivers licenses and registrations for vehicles, was nearly empty at the time of the attack.

    Sediqi, the Interior Ministry spokesman, said Afghan forces carried out the operation against the militants without any assistance from NATO, adding that "this shows the ability of the Afghan forces, that they are leading the operation."

    A unit of NATO special forces that trains and mentors Afghan police was at the scene but not taking part in the fighting.

    Gul Rahman, who owns a shop near the traffic police compound, said he heard at least two blasts when the attack began just before dawn. An Associated Press reporter at the scene said a number of big explosions were heard from inside and around the building, along with heavy gunfire.

    It was the second insurgent attack inside Kabul in five days.

    Last Wednesday, six Taliban suicide bombers attacked the gates of the Afghan intelligence agency in downtown Kabul, killing one guard and wounding dozens. That operation bore several similarities to Monday's attack, including the use of a secondary car bomb placed outside the government compound.

    The attacks came as the Afghan government has been pushing to get the Taliban to the negotiating table and as President Hamid Karzai and the U.S. negotiate for a quicker pullout of American forces. President Barack Obama said after meeting Karzai in Washington earlier this month that the U.S.-led military coalition would hand over the lead for security around the country to Afghan forces this spring ? months ahead of schedule.

    Obama also said he agreed with Karzai that the Taliban should open a political office in the Gulf state of Qatar to facilitate peace talks.

    Pakistan, the other regional powerbroker, also said last week that it plans to release more Afghan militant detainees in an attempt to boost the peace process ahead of the departure of international troops at the end of 2014. Islamabad made the announcement after talks with Afghan and American officials in Abu Dhabi. Pakistan is thought to hold more than 100 Taliban prisoners and has so far released 26.

    In general, Kabul has pressed hard for Pakistan to release Afghan detainees, with some officials saying that they hope the released Taliban can serve as intermediaries. But Washington is concerned about specific prisoners it considers dangerous, saying they could take up arms again.
